Commercial 1,5" signal gun

This is a commercial signal pistol from before the gun law of 1997. This gun was primarily used for the distress equipment of oceangoing vessels. The manufacturer is unknown. The production was stopped in 1997 or 1998. The pictured weapon was proofed in 1983 in Birmingham.

I have never seen this type before.
As you say it has Birmingham proof marks.
Do you know what county this was made in bearing in mind the manufacturer is unknown?
