It seems to be Russian OSP30 but the stamps seems to be Crow foot arrow..

Similar to a British Broad Arrow, but in this case I do not think it is a British marking.

The Russian proof is an Arrow inside of a triangle. They are stamped by hand, and therefor the triangle rarely shows 3 sides as the stamp is rarely held perpendicular to the surface. It could be mistaken for a British broad arrow although looking carefully you can see it is not.

I believe it is a Tula arsenal proof.

Guns have only two enemies, rust and politicians.

Thank you Proff, you are correct. When I first started collecting Russian Flare Guns and Nagant Revolvers, it was common in the USA to call almost anything Russian made at Tula. I forgot that I was corrected once at a Gun Show by a more knowledgeable collector of Russian pistols and Rifles.
