i have a friend who showed this to me, and i am intrested in what nation is it from, from what time period and whats its value?

Looks like a trip flare, or an alarm gun. No idea what it's origin is.
Guns have only two enemies, rust and politicians.


I am still looking for ANY information regarding the European Use of the Original Costons flares from 1859 through 1881. Photo's, Patents, contracts & orders, ANY INFORMATION IS NEEDED ! !
