I have seen many (brass) WW1 French flare guns with the mark V over a curved line.
I think it is a proofmark. Can anyone share more certain information?
Additionally, I have seen many brass Model 1917 flare with only the V but no indication as to what company produced them. Can anyone elaborate?

yes, this is a military proofmark and means "vérifié" (verified).
