4 in circle is indeed the caliber indication (law of 1939) for smoothbore weapons
Just found the wheel and spoke marking in "An encyclopedia of German Tradenames and Trademarks" by Weaver (page 249). It says "Zella-Mehlis, Thüringen (thought to be a location identifier for the proofhouse or perhaps a commercial smoothbore proof from the same facility)".

In "Deutsche Leucht- und Signalpistolen" by Kern, Vol 1 on page 162, the spoked wheel is described as "the factory marking of the Römer factory of the Heym company, that produced the barrels for Walther".

Of course I have Wolfgangs excellent book, but unfortunately I do not read German. Now I have an answer to all the Walther flareguns I have with the spoke wheel proof.

Just in case you are keeping track, I have the exact same model flare pistol as timelaspe, dated 1937, and its serial number is 236c.
