Early International Flare Signal - what is it?

Another one I'm not sure about, it's in the style of the M2 using the Driggs-Faber system but smaller and more than likely earlier. All brass with nickel or chrome plating on the body, wood grips that look factory (unmarked). No serial number, just the markings on the "barrel" of:

Driggs-Faber System
Tippecanoe City, O.
US Patent 1712382
(same patent as on the M2, no surprise there).
Last two pics with an M2.
It stands to reason there was an M1 at some point, would this be an M1?
