This is a Russian Flare pistol, converted to a .22 cal. Target Pistol, Both the .22 barrel, and frame have the arrow in a triangle Russian proof.

It is a rare smallbore pistol "ИОЗ образца 1934 г.": "Izhevsky Weapon Factory, mod. 1934". It was condemned to target shooting because of play in the hinge.
